Open a supported living service commissioners will actually use
Property, regulation, referrals and staffing settled in the right order — so you are not registered with an empty house.
The situation
The three things that decide it
Supported living succeeds or fails on property, referrals and regulatory clarity. Most people start with property, assume referrals will follow, and discover too late that commissioners place with providers they already know and trust.
There is also genuine confusion about whether CQC registration is needed at all — it depends on whether you are delivering personal care, and getting that judgement wrong is expensive either way.
What it costs to wait
An empty house still costs money
A leased property with no placements is a monthly loss with no ceiling. Commissioners will not place with a provider who cannot evidence safe support planning, compatible service users and a credible staffing model.
The order matters: clarity on regulation, then referral relationships, then property commitments.

Advice from someone who has actually done it
Care Cove is led by Sheunesu Matewe, who built a UK care business from nothing, achieved a Good CQC rating, supported more than 150 service users and completed a profitable exit — then started helping other providers do the same. Every process in this platform came out of doing the work, not reading about it.

Questions
Straight answers
Do I need CQC registration for supported living?
It depends on whether you deliver personal care. Housing support alone is generally not a regulated activity; personal care is. We establish this properly for your model early, because it changes everything else.
Should I secure property before or after setting the service up?
Generally after you have regulatory clarity and at least early referral conversations. An empty leased property is the most expensive mistake in this sector.
How do referrals actually work?
Placements usually come through local authority commissioning, brokerage, transitions teams and social workers, either via a framework or spot purchase. Relationships and evidenced quality matter more than marketing.
What does setup cost?
There are three levels: a core setup, a Plus package adding the full policy suite, referral pack, website and local-authority engagement strategy, and a Growth package adding tenders, referral generation and twelve weeks of consultancy. Every package price, what is included and the payment-plan options are shown inside your free account. Creating one takes a minute and needs no card. We publish the detail there rather than on this page so we can point you at the package that fits your situation rather than the largest one — and so you are never quoted blind.
